ENACTMENT OF BY?LAWS 4. By-law No. 5007 - A by-law to repeal and replace the General Plan By-law No. 4656, is presented for Second Reading. 5. Councillor Konge moves, Councillor ____________ seconds, Second Reading of By-law No. 5007. 6. Councillor Konge moves, Councillor ____________ seconds, That, pursuant to the Governance and Priorities Committee recommendation of December 10, 2019, Schedule A of By-law No. 5007 be amended as follows: 1. Deleting and replacing the third paragraph with Section 4.8 as follows: Emerging industries that require lower land intensity, such as agriculture, animal services, animal shelters, horticulture, food processing and packaging, manufacturing of goods or artisanal products (carvings and others) may be accommodated on the larger lots in Kam Lake. Residential land uses may continue to be accessory to the primary land use activity. Land uses that are better suited to the City Core or other areas of the City, will be encouraged to re-locate to make space for new activities better suited for Kam Lake. 2. Deleting and replacing Paragraph 8 within the “Planning and Development Objectives and Policies” Table, and adding Paragraph 15 to the Table, within Section 4.8, as follows: 8. To incentivize new land uses that require larger land parcels, such as commercial agriculture and horticulture activities, by creating flexibility to support the growth of these enterprises. 8-a. Consolidation of smaller land parcels into large land parcels will be permitted for commercial purposes. 15. To accommodate land for the purpose of treatment, grooming, temporary shelter of animals, retail sales of associated products as well as facilities that provide shortterm shelter and care of homeless, lost or abandoned animals. 15-a. Permitted activities will include support for veterinary clinics, pet grooming, dog daycares, animal shelters and animal services but will not include kennels or agriculture. 3. Deleting and replacing the first sentence in the second paragraph under Section 4.9 Kam Lake South as follows: The area also supports some light industrial activities such as animal shelters and quarrying, and has the potential to support increased tourism and commercial recreation activities as well as potential agriculture activities. 4.
